How the performance of civil servants will be assessed

The order of the Director of the Civil Service Development Agency under the President “On approval of the methods for assessing the efficiency of civil servants on the basis of key indicators” (reg. № 3407 of 28.12.2022) was adopted.

The approved methodology will determine the procedure for assessing the effectiveness of civil servants for the purpose of their encouragement and career advancement.

The most important performance indicators are approved for each position in the state body, which must be accurate, measurable, achievable, urgent.  

A public servant’s performance is evaluated by assigning points when the indicators are achieved:

– Up to 60 points – unsatisfactory; 

– 60-80 points – satisfactory;

– 80-100 points – good;

– 100 points and above – excellent.

Performance is not evaluated in the following cases:

– Up to 3 months from the date of hire of the civil servant being evaluated;

– during the period when the civil servant is on vacation;

– during the period when the civil servant is undergoing professional development, is on a business trip, etc;

– when the civil servant is involved in the work of inter-agency working groups.

 When the activities of a civil servant are assessed as “excellent” and “good” by the head of the state body, the following additional incentives may be applied:

– Inclusion in the list of candidates for promotion in the first place;

– Inclusion in the list of potential candidates for promotion

– Extraordinary assignment of qualification rank;

– non-financial rewards;

– removal of the imposed disciplinary sanction, etc.
